Andrea L. Kerins, 33, was arrested after an officer from the Gulfport Police Department noticed a minibus in a beach parking lot at around 4:42 a.m. on Saturday, December 14.
While checking the vehicle, the officer found three children aged 3, 6, and 9 years old inside. The children told the officer that Kerins had left them there at around 9:00 p.m. the previous night and went out on a boat.
The children were not left with a cellphone in case of emergencies. The minibus also contained a bin of mostly perishable food that had been left unrefrigerated and a five-gallon bucket which was being used as a makeshift toilet.
The siblings also did not have any clothes aside from what they were wearing.
Officers eventually found Kerins on a boat anchored just offshore. She had been smoking marijuana and told police that she intended to spend the night on the boat.
Police said the vessel was owned by a 46-year-old man named Yuri Radzibaba.
Kerins was later charged with three counts of felony child neglect. Her children were also temporarily handed over to the Florida Department of Children and Families. She has since made her first appearance at the Pinellas County Courthouse via video.
“The children were seen dirty, half-dressed,” the Assistant State Attorney assigned to the case told the court, reported Fox 29. “They report that they have not been washed regularly. They expressed that they had not been fed dinner and that they were hungry.”
Kerins is currently being held on a $30,000 bond. If she is freed, she will reportedly be limited to weekly supervised visits to her children, with any further visitation rights to be decided in a separate case.
The Florida Department of Children and Families has been contacted for further comment.
Gulfport Police also released images showing the conditions inside the minibus where the children were found, including one showing a propane tank and oven inside the passenger area.
Officers said the name on the side of the vehicle, Meg’s Playhouse and Preschool, appears to be a defunct organization which Kerins has no affiliation with.
According to KVOA, Meg’s Playhouse and School had been based in Gallatin, Tennessee. Police said Kerins’ last known address in Lafayette, Tennessee, was around 30 miles from the closed preschool.
