Release of the memo could seal Freeh’s fate if Gore wins in November. Although the director’s term won’t expire until 2003, a Gore ally says Freeh won’t be welcome in a new Democratic administration. A Freeh friend says that may not matter: Freeh has talked about quitting but has suggested he’ll hold on until after the election so Clinton–whom he is said to disdain–won’t appoint a successor.

Gore, who has acknowledged fund-raising “mistakes” in the past, hopes to change the subject by pushing his policies in the coming weeks. He’ll focus on education, even teaching a Midwestern middle-school class, and the environment.
